Neoclouds, AI Factories and Digital Sovereignty: The New Map of Datacenter Investments in Europe
By Lila Benhammou, Co-Founder & CIO — FINXIA Capital
The European datacenter investment landscape is undergoing a profound transformation. Specialized AI neoclouds and AI Factories are deploying record capacities outside traditional hubs. Cerebras announces a 200 MW site. Ferrovial invests 1 billion euros in Madrid. By 2035, 50% of European datacenter capacity will be outside FLAP-D markets. For investors, this geographic redistribution creates unprecedented opportunities. FINXIA Capital maps the new territories of value.
The AI Factory concept is revolutionizing the datacenter economic model. Unlike traditional cloud data centers that rent space and power, AI Factories produce and directly sell AI computing capacity. Cerebras, the American pioneer of wafer-scale processors, has just announced a 200 MW deployment in Southern Europe, likely Spain or Portugal, to power its model training clusters.
Ferrovial, the Spanish infrastructure giant, confirms for its part a 1 billion euro investment in an AI Factory in Madrid. This project, developed in partnership with American cloud operators, includes 150 MW of computing capacity and a generative AI research unit. It symbolizes the emergence of Southern Europe as a new datacenter hub, attracted by energy prices 30% lower than Frankfurt's.
The End of FLAP-D Hegemony
For twenty years, European datacenters have been summed up by one acronym: FLAP-D (Frankfurt, London, Amsterdam, Paris, Dublin). These five cities concentrate 65% of European capacity. But this concentration creates tensions: grid connection shortages, exorbitant land prices, population opposition, and regulatory moratoriums.
By 2035, CBRE and JLL projections estimate that 50% of new capacity will be deployed outside FLAP-D. Madrid, Lisbon, Milan, Warsaw, and Athens are emerging as preferred destinations. Their advantage is threefold: cheaper energy, faster permitting, and proximity to fast-growing southern markets. Average construction costs are 20% to 25% lower than in Frankfurt.
Neoclouds: A New Category of Players
Neoclouds — CoreWeave, Lambda Labs, Crusoe, Cerebras — bear no resemblance to traditional hyperscalers. They don't sell storage or bandwidth: they sell FLOPS, the raw computing power needed to train AI models. Their contracts are indexed on GPU performance, not square meters. Their margins are 40% higher than classic colocation.
This new category of players is transforming the balance of power in the industry. Neoclouds sign 5 to 10 year contracts with guaranteed capacity commitments. They willingly pay rents 60% higher for sites with liquid cooling and 800V DC power. For infrastructure investors, this is a premium clientele that transforms asset profitability.
FINXIA Capital's Investment Thesis: The FLAP-D Periphery
FINXIA Capital has repositioned its TITAN DC AI strategy on what we call the 'strategic FLAP-D periphery': markets less than 500 km from traditional hubs but offering superior deployment conditions. Spain, Northern Italy, and Portugal top our priorities for 2026-2027.
Our market analysis shows that a 30 MW site in Spain, certified for neoclouds with liquid cooling, generates revenues equivalent to a 45 MW site in the Paris region, with 25% lower initial investment. The combination of reduced construction costs, growing demand, and high lease premiums creates a rare sweet spot in European infrastructure.
What Investors Must Understand
The map of datacenter investments in Europe is being redrawn. AI Factories and neoclouds no longer seek the prestige of a Frankfurt or Amsterdam address: they seek available electrical power, deployment speed, and competitive cost. This geographic rationalization benefits well-prepared peripheral markets.
The investment window is 2026-2028. By 2029, the best sites in Madrid, Lisbon, and Milan will be saturated and prices will have converged toward FLAP-D levels. Whoever invests today in these emerging markets captures a first-mover premium of 20% to 30% on returns. This is the geographic conviction guiding FINXIA Capital in its European deployment.
